In the book"How to make hand-hooked rugs" by Ann Davies (ISBN: 085532807-X) are several rugs which could be used for children.
On page 47 a clown, a toy soldier(page 38) and a butterfly shaped rug (page 35).
I have also a pattern for a teddy bear shaped rug, a clown shaped rug, a penguin shaped rug, a fish shaped rug, a cat shaped rug and a frog shaped rug.
And patterns for a zoo-rug (with elephant, teddy ...), a jungle rug and a town rug wich could be used for play with matchbox cars.
I have a (german language) pattern for a lady-bird shaped crocheted rag rug. It is made in a special but very easy technique using yarn and rags. The right side of the rug looks like beeing hooked and the wrong side looks like being crocheted.
It is a nice pattern. If you are interested I can try to translate the text.
Additionally I have a pattern for a crocheted teddy bear- with- a- heart-rug.
